Survey of HR professionals in large companies on behalf of the REC
- A wide range of resource models are used in the UK to recruit staff, with a preferred supplier list (PSL) the most commonly used, and a vendor neutral system the least used.
- Around half of the HR professionals surveyed use a single resource model and a notable minority use more than one, while one in five use none of the resource models tested.
- The single most important concern behind the usage of particular resource models is how it performs at attracting the right people to the job.
- Also important are cost-effectiveness, time-effectiveness and the ability of the model to help retain staff. These factors are also seen as the main challenges in managing the human resource supply chain.
- A good candidate experience and communicating a company’s brand to candidates are generally unlikely to feature in HR professionals’ top three factors behind the usage of particular models.

Methodology
ComRes interviewed 272 HR professionals – those working in middle management or above in HR or procurement roles. All respondents worked for companies with 1,000 employees or more. Interviews were conducted between 11th and 28nd September 2014. Data were weighted to be representative of all companies with 1,000 employees or more by region.
